IIMs want autonomy, time before quota
AHMEDABAD: The interim report that Samuel Paul, chairman of the Core Group On Management Institutions, submitted to the Oversight Committee on Thursday says all six IIMs have asked for more time before the implementing the 27% OBC quota.
The report also recommends more autonomy for these institutes to fix salaries of its faculty. IIMs need to increase their capacity by 54%, if the 27% quota is to be implemented, the report adds.
The final timeframe for implementation of the quota will be decided on July 17. On Friday however, Paul will be holding talks with Oversight Committee head Verappa Moily.
Shortage of faculties is one of the major roadblocks facing the institutes. IIM-A’s current faculty strength is 82 while ideally it should be 120 for effective teacher-student ratio.
To gear up for the expansion, the board of governors of IIM-A recently proposed re-employment of retired IIM-A faculty for a maximum period of three years.
But Paul believes this move will only help the institutes marginally, as not all retired faculty would opt to return. At IIM-A, of the 22 faculty members appointed in the last three years, 10 have retired apart from the few who have left.
Paul says, “IIMs should be allowed autonomy in determining emoluments. Let the Board decide how much a faculty member should be paid. For example, faculty living in a more expensive city like Bangalore cannot be paid on par with one living in Lucknow. Even retired faculty will have to be paid more to lure them back.”
Some changes are also likely at the July 17 meeting, but the emphasis on the sheer lack of time required to meet quality standards at the IIMs will be maintained. “We need time, and we are not going to change our minds on that,” Paul said.
The core team had earlier met in Chennai and Bangalore where members had said that it would be unrealistic to launch reservation for OBCs from June 2007.
