Fix OBC certification, IIMs tell govt
AHMEDABAD : Even as the UPA government is busy giving finishing touches to a bill reserving 27% seats for candidates from other backward castes in educational institutions, the IITs and IIMs have expressed grave concern over the existing system of caste certification which, they contend, “has serious flaws”.
The reservation bill —Central Educational Institutions (Reservation of Seats and Regulation of Admissions and Fee) Bill — will, in all likelihood, be passed in the forthcoming monsoon session of Parliament.
Following the Indian Express expose last Sunday that showed how false OBC certificates could be procured with ease, the management group for the Oversight Committee represen- ting the IIMs, has shot off a letter to the HRD ministry pointing out the corruptibility of the current system.
The communiqué, sent to Ravi Mathur, joint secretary in the HRD ministry and also convenor of the IIT and IIM groups providing inputs to the Veerappa Moily-headed Oversight Committee constituted to oversee implementation of the OBC reservation, has demanded evolving of a “foolproof system for OBC certification approved by the ministry before implementing the proposal for OBC reservation in IIMs and IITs”.
Sunday Express reporters had got made bogus OBC certificates in the names of HRD minister Arjun Singh, former PM Atal Behari Vajpayee and CPM general secretary Prakash Karat.
Highly placed HRD ministry sources confirmed receipt of the letter. “The IITs and IIMs have communicated the dangers of implementing the reservation without evolving an effective mechanism for certifying OBCs,” said an official, adding evolving such a foolproof system could stretch the government machinery.
The ministry is considering new eligibility guidelines for an OBC candid- ate, fresh formats for application and documentation, and the procedure for the issuing officer, the official said. New certificates could be made mandatory for aspirants at institutes of higher learning and heavy penalties laid out for cases of false certification.
